Educated privately and abroad, in 1875 Heaton was articled to Birmingham
architect Thomson Plevins. Heaton began his own practice in 1881, and
went into a ten-year partnership with AE Dempster in 1884. He designed
shops
and churches, warehouses, banks and homes. He was a member of the Birmingham
Architectural Association.
Heaton’s plan is a consistent study in concentric circles and radiating
streets. Parliament is at the centre of this massive cobweb. Four main
boulevards lead to the cardinal points of the compass. It is a very impractical
design.
