Arthur J Price and Sons was a Lancashire firm of engineers and surveyors, with Arthur Price the Engineer Surveyor to the Lytham Urban Council. His son William Price is thought to have been responsible for drawing up the federal capital plan while he was still a student. He later became Surveyor and Water Engineer of Doncaster in 1943.

This plan has several meritorious points. Parliament is located on Camp Hill, with government offices grouped nearby. There is a City Hall on Vernon Hill, and a shopping area between this and the Molonglo river. The main residential district is to the southwest, and the industrial district to the southeast. Streets radiate from Parliament Square and City Hall. Cathedrals form focal points, and churches and other buildings form vistas in the smaller squares, crescents and circuses.
